Professor Vakhtang Khmaladze, PhD, is a scientist, politician, and physicist. He served as a member of the 3rd (1992-1995), 5th (1999-2004), and 8th (2012-2016) convocations of the Parliament of Georgia. In 1992, he was a member of the State Council of the Republic of Georgia and served as Deputy Chairman of the State Constitutional Commission of Georgia from 1993 to 1995.

Born on 21 January 1947, he graduated from the Faculty of Physics at Tbilisi State University in 1969. He also studied at Central European University in Budapest, Hungary, in 1997. He began publishing works on political and legal issues in 1989 and currently resides in Tbilisi, Georgia.
